Why Transporting matters
The invisible bottleneck. Production Pals stop when their output has nowhere to go, so a base can look fully staffed and still grind to a halt.
Innate is not the same as final. The levels below are innate: what a Pal has before you touch it. Since the 1.0 release the ceiling is 10, and ranking a Pal up at a Pal Essence Condenser raises one of its work suitability levels, so a Pal that starts lower can be pushed past one that starts higher.

A note on the count. This page counts all 299 entries in the breeding data, which is 85 variant forms and 11 collaboration Pals above the 287 entry Paldeck total Pocketpair publishes.
